House narrowly approves GOP bill to fund Energy Department, water agencies

The House has narrowly passed a GOP funding bill for the Energy Department and water agencies, cutting nondefense programs while increasing defense funding. The vote was 214-213, with four Republicans joining Democrats in opposition.
