US State Department ‘presumes’ White House ready for Russia sanctions blowback

The US State Department is hinting that the White House has already considered the potential fallout from slapping secondary sanctions on Russia’s oil trade. In other words, they’re acknowledging that punishing countries or entities doing business with Russian oil could have ripple effects—but seem prepared to deal with them.
